Three ways to hold them securely:
1. By devastating them. (to ensure no possibility of revenge)
2. By going there and living there in person. (to oversee things personally, prevent your own administrators from looting the place, and thirdly fix any problems before they become serious)
3. Let them keep their own laws and set up an oligarchy which will keep the state friendly towards you.
